Resolves conflicts from main's IOC-on-runner refactor landing after this
branch's deploy-and-restart-service.sh -> deploy-service.sh rename:
- deploy-service.sh: keep the rename/VERSION-DEPLOYED-PV/conditional-restart
changes, but adopt main's common.sh-based init_service_env() instead of
duplicating the env/suffix logic inline.
- add-new-service.yml: keep the deploy-service.sh call for the new-service
step, and keep main's real Install/Start New IOC steps (this branch still
had them as stale commented-out placeholders from before that work landed).
