Markus Zolliker a3453e6b0e frappyman: inherit PYTHONPATH from starting process

on SINQ instruments, when frappy is started from nicos,
nicos.conf contains PYTHONPATH  = /home/<instr>:/home/<instr>/.local...
this should be applied to the frappy process too

servicemanager

A manager for starting, stopping and listing services/servers like frappy, nicos and sea.

Several instances of nicos, frappy, sea and seweb might run on the same machine.
