Removed DLLs not allowed to redistribute and move Windows files to os/ directories

Modified ADApp/Makefile and all Src/Makefiles to allow the removal of a detector from the build. Also, The ioc applications can also be removed from the build, leaving only the detector libraries. The settings for these options are in configure/CONFIG_SITE.
