Update CLIC: missing-supplier export warnings and migration 0011 (#83)

Update all four CLIC services (`clic-web`, `clic-package-exports`, `clic-brightway-json-exports`, and `clic-inventory-archive`) to the same verified `linux/amd64` image. This includes the BrightPath 1.0.0a6 fixes already proposed in this PR and allows exports with missing non-background suppliers to succeed with explicit warnings.

## Required database migration

**This release requires `downloads.0011_packageexportjob_warnings`.** It adds a JSON `warnings` column to package export jobs; existing jobs receive an empty list. Inventories, user accounts and published dataset versions are not rewritten.

The normal `clic-web` container startup runs `initialize_inventory_catalog`, which applies pending migrations before starting Gunicorn. All three CLIC workers already wait for the web service to be healthy. Pull and recreate all four services with the new image, allowing web initialization to complete before the updated workers start.

If deploying with a custom startup path that bypasses the image entrypoint, apply the migration explicitly before starting the updated processes:
