89da38cfa4 Jenkins fixes. 
Remove aps_build script, no longer used.
Tests have all been converted to the EPICS harness,
so don't need running separately.

88aabb41e7 Replace USAGE_DEPRECATED with EPICS_DEPRECATED 
Also make USAGE_ERROR conditional on the GCC version,
to remove warnings from VxWorks 6.8 builds.
