* Disabled NEED_OLL_FUNCS for Visual Studio 2013+

Both _MSC_VER (VC++ compiler version) and EPICS base version should be
checked for strtoll, strtoull definitions.

* NEED_OLL_FUNCS now defined only for VS builds
