Andrew Johnson 2ecf8803c3 Move alarm string arrays into libCom ...

Using idea from Peter Heesterman:
 * Instanciate the alarm strings once in libCom
 * Remove the epicsAlarmGlobal macro
 * Make sure the decorations are right
