Adds a user-facing Safety at cSAXS page as a new top-level docs section.

  • New page docs/safety/safety.md featuring the Safety Declaration form and a downloadable Safety at cSAXS checklist PDF, plus the key safety links from the checklist.
  • Adds the checklist PDF at docs/assets/safety-at-csaxs.pdf.
  • Registers safety/safety in the top-level toctree (after the introduction).

Once merged, the page will be served at /en/latest/safety/safety.html. A follow-up commit will update the PDF to reference its own published URL.
