This PR presents an integration for the Eiger 1.5M and 9M with JungfrauJoch backend. Documentation is provided in the README.MD aswell as in-line documentation in code. As there is still ongoing effort on hardware and JFJ server, the integration may still be adapted based on the adjustments.

For now, the proposal would be to merge this as it is. And improve the integration later on once the HW and JFJ backend has been updated. I have added an issue about adding tests for the JungfrauJoch part (#137)
