Antonio Ojea bf8f171041 iptables: add idempotent functions ...

Add the following idempotent functions to iptables utils:

DeleteRule: idempotently delete an iptables rule
DeleteChain: idempotently delete an iptables chain
ClearChain: idempotently flush an iptables chain
