ioc: serve display.precision independent of DBR_GR_DOUBLE
...
getProperties() nested the display.precision assignment inside the
DBR_GR_DOUBLE branch, so a field whose rset supplies get_precision but
NULLs get_graphic_double never had its precision served over PVA -- even
though DBR_PRECISION and DBR_GR_DOUBLE are independent rset slots (and CA
serves the precision fine). display.units, one block above, is already
gated on its own DBR_UNITS slot; precision was the odd one out.
In EPICS base bo, mbbiDirect and mbboDirect are exactly the record types
whose rset supplies get_precision while NULLing get_graphic_double; several
modules (busy, asyn, transform, sseq) do the same. For all of them the
precision leaf was silently dropped.
Gate display.precision on its own DBR_PRECISION slot, as a sibling of the
graphic-limits branch rather than nested inside it.
Adds a testqsingle case: test:precprop.HIGH (bo.HIGH reports
boHIGHprecision) now carries display.precision in its delta while
display.limitLow/limitHigh stay absent. The case fails without this fix.
