Andrew Johnson cb3d6e3cde Configure EPICS_TIMEZONE for 2011 DST dates
3.14.12 will come out about a week before the 2010 US time change
and just a few days before the EU change, so it makes sense to set
it up for the 2011 dates.

Added information about DST dates up to 2015.
