Fixed -t option to convertRelease.pl so application settings of
...
IOCS_APPL_TOP work properly.
NB: All cdCommands paths will potentially be modified, based on the
difference between the left-hand part of the host's path to TOP and
the setting of IOCS_APPL_TOP.
