Michael Davidsaver 5064931aa6 try both to set both SO_REUSEPORT and SO_REUSEADDR ...

It seems that on Linux, SO_REUSEPORT shares with SO_REUSEPORT
and SO_REUSEADDR with SO_REUSEADDR, but not each other.

Setting both allows full sharing
