ellLib.c - added missing stdio.h
envSubr.c - use getenv/putenv under vxWorks
errSymLib.c - call mprintf() and not printf or logMsg()
(eliminated errToLogMsg variable)
genSubr.c - silenced DEC CC warning
tsSubr.c - fixed ts min west out of range test & VMS changes
