Certain windows build environments (see
https://dev.azure.com/conda-forge/feedstock-builds/_build/results?buildId=1234387&view=results
for an example) fail unless the echo command is properly quoted. This
seems to be due to how Make handles various commands on non-posix
systems; without the quotes it directly tries to run
```
echo foo bar
```
inside cmd.exe, which fails as echo is not a valid command in that context.

* The build can't descend into external submodules when there is no
configure/RULES_TOP file present in $(INSTALL_LOCATION).
* Recreate modules/RELEASE.<host>.local if configure/CONFIG_SITE or
configure/CONFIG_SITE.local have changed.
* Move the distclean of modules/RELEASE.<host>.local to RULES_TOP
* Several comment and white-space changes
Instead of displaying the failures from each submodule at the end
of testing that submodule, RULES_TOP suppresses the output when
it detects a parent module, and RULES_MODULES adds the children's
failure lists into the parent's list so they all get shown at the
end of the tests/results.
