Andrew Johnson 419a704ad9 Fix generation of RELEASE_NOTES.md at release (#767) 
* Create RELEASE_NOTES.md for tagged releases too

Required to publish notes for the Base version.
Additional Makefile comments and a 'help' target too.

* Fix header level in pvaClient release notes

* Prevent parallel builds in documentation

* Restores inclusion of old notes, works without git

Andrew Johnson 2e3938da6f Split PR-624 release notes 
This removes the language specification and BNF descriptions from the
PR release notes (they're too long for that) to a separate document
in the libcom/src/as area. That should be combined into the chapter
on Access Security from the AppDevGuide someday.

Setting EPICS_DB_CONVERT_DECIMAL_ONLY to YES/yes change the dbPut() and dbGet()
string to integer conversions to the original decimal only policy.

To accomodate for the increased number of inputs, the size of CALC and OCAL
fields has been doubled to 160 characters.
