ce43b9faf8 Reorganized files, configure to use new versions. 
* Moved Readfile and macLib into tools/EPICS
* dbHost/Getopts was a duplicate
* Added (c) headers
* Build in the dbHost dir
* Switch build system to use Perl versions.
