9c1340d7d5 cleanup mbboDirect bit field handling 
B0 -> BF shall always follow the corresponding bit in VAL.

Remove special handling for OMSL.

Re-implement around epicsTimeStamp (C API)
with class epicsTime becoming a wrapper.

Prefer epicsInt64 arithmetic.

Remove opaque struct l_fp (NTP time conversion)
