f242a27dea Merge std/* 
Combine recIoc and softDevIoc libraries into dbRecStd

Move base.dbd from ioc/misc/ to std/softIoc/

Generate stdRecords.dbd from the std/rec/Makefile list of record
types instead of hard-coding it in base.dbd
