Merge remote-tracking branch 'lp-Com/use-monotonic' into 7.0

* lp-Com/use-monotonic:
  VxWorks: Measure CPU time-base frequency if necessary
  replace most internal getCurrent() -> getMonotonic()
  dbScan periodic scan use monotonic time
  monotonic adapt to regular time APIs
