CUDA: unify GPU code under aare::cuda 
- aare::device -> aare::cuda::detail; drivers, RAII helpers,
  StreamContext* moved into aare::cuda(::detail)
- Algo contract: add compute_type, assert floating point
- LaunchParams::nSigma uses compute_type
- test: use FastPedestal in the manual route
