Erik Fröjdh b1a0d0412b Derive the newest Python for PR conda builds from conda_build_config.yaml ...

Pull-request conda builds passed a hardcoded --python 3.14. A step now reads
the python list in conda-recipe/conda_build_config.yaml and passes the
newest entry, so adding or dropping a version there is the only edit
needed. Pushes to main skip the step and build every version as before.
