Jonas Platte 28b4ab4ec5 chore: Rename .cargo/{config => config.toml} ...

Cargo understands this as well, and this way editors pick up the file
type correctly. The old file name is also no longer documented in
https://doc.rust-lang.org/cargo/reference/config.html#hierarchical-structure
