Ed Page 7f5f1ecb36 fix(cli): Replace error renderer with annotate-snippets
This is rustc/cargo's renderer and has all of the lessons of those,
including
- Unicode support
- Line wrapping / eliding of text to fit on screen

As part of this, we are now rendering file name typos like file
content typos.

Ed Page ed669e8d94 fix: Revert "fix: ignore go.mod by default"
This reverts commit 4eeb460bb7.

Original PR: #684

Original Issue: #683

This didn't cause `go.mod` to be ignoredinstead it caused it to not be
counted as go code.
However, `go.mod` and `go.work` are similar file types and both are more
of package specifications than lock files or other machine-only content.
