8e69e38d51 test_linux.sh: Do not fail if called twice
The script is set to exit on error, so mkdir failing because
/tmp/cni-rootless already exists aborts the test run. Call 'mkdir -p' to
avoid the spurious error.

48aa2f4eef Fix race conditions in DHCP test
The test named "correctly handles multiple DELs for the same container" in the ipam/dhcp package experiences race conditions when multiple goroutines concurrently access and modify the Args struct (of type CmdArgs).
To address these issues, a copy of the CmdArgs struct is now created in each function to eliminate data races.

Also, the test-linux.sh and test-windows.sh scripts have been updated to include the '-race' flag, enabling race detection during testing. This change helps prevent future race conditions by activating the Go race detector.

testutils: newNS() works in a rootless user namespace
When running in a user namespace created by an unprivileged user the
owner of /var/run will be reported as the unknown user (as defined in
/proc/sys/kernel/overflowuid) so any access to the directory will
fail.

If the XDG_RUNTIME_DIR environment variable is set, check whether the
current user is also the owner of /var/run.  If the owner is different
than the current user, use the $XDG_RUNTIME_DIR/netns directory.

57b42a7b99 Windows: Adds HCS Calls and Bug Fixes
Move the windows plugin to use the Host Compute (v2) APIs, as well
as clean-up the code. Allows win-bridge to use either the old API or Host Compute (v2) api
depending on a conf parameter. Fixes a leaked endpoint issue on windows for the v1 flow, and
removes the hns/pkg from the linux test run.
