Andrew Johnson af206ba7fc Move Sphinx sources to O.Common/rtd-src
Adds the build target 'sphinx' for manual Sphinx runs, and
installs the output of that under $(INSTALL_HTML)/readthedocs

Adjusted some Sphinx config parameters and titles.
