florez_j 0a4cb88341 fix: temp fix for large file uploads with dash-uploader (archived repo) ...

Resolves >300MB H5 file upload failures after conda-forge env migration.
Need to replace with Flask endpoint solution.

- Updated upload component to use dash-uploader
- Added dash-uploader to dependencies
- Modified upload callback to handle filepath instead of base64"

Replace nonoperation reviewPannel in app/data_flagging_app.py with date range picker. Cached time column to speed up figure update but it doesnot look there was much improvement.
